Providing for permanent public accessPermanent accessUtah State agencies develop their individual policies regarding digital publications. Publcations are public records that have a permanent retention according to the General Records Schedule. If any state publication is printed in any number of copies, copies must be sent to the Utah State Library. The State Library keeps two copies for on-site usage and inter library loan, sends two copies to the Utah State Archives for permanent retention, and distributes copies to the Library of Congress and other state depository libraries. Digital publications, once published to the web, must by law remain publicly available on the Web until they are deposited for permanent public access in the state publications digital library. AuthenticityOnly publications that are proven to have been created by the agency with which it is identified will be accepted for inclusion in the digital library. Publishing agencies should implement and document policies and procedures that control the creation, transmission, and maintenance of digital publications to protect against unauthorized addition, deletion, and alteration.
